How do you prove that, as a result of rapid population growth, community hospitals in the GTA/905 regions surrounding Toronto suffer from chronic underfunding?

Answer:

You undertake a substantial public opinion poll that asks key questions about what residents of the region think about their hospitals and the quality of the healthcare they receive.

Result:

The poll, managed by OEB Enterprise and conducted by Leger Marketing and Redfern Research, asked 500 people in the Durham, Peel, Halton and York regions both qualitative and quantitative questions.  The findings from the poll suggest that the key messages from the Alliance are getting through.  Poll results showed that one half of residents in the GTA/905 believe that hospitals in their region do not receive a fair share of provincial funding and that the quality of hospital care in their communities has declined because of underfunding.  Utilizing the research, the GTA/905 was able to measure the success of their messages and successfully receive increased funding.
